What Is Mosaic Equip: A Special Needs and Disability Conference?


The mission of Mosaic Equip is to equip churches and organizations with a biblical foundation to build and sustain effective discipleship in their disability ministries.

The conference exists to equip and encourage leaders to pursue disability ministry within their churches and organizations. We seek to provide a biblical framework and practical tools for faithfully discipling the individuals and families impacted by disability. Through a deep understanding of the theology of disability, our “why” for disability ministry must be rooted in the gospel. This conference is for those who are looking to start a disability ministry, want to grow their disability ministry, or already have an established disability ministry, as well as faith-based organizations and non-profits serving the disability population.

Joe Clarey Updated Staff Photo

Joe Clarey

Joe Clarey is the pastor and director of the Mosaic ministry, the disability ministry at Grace Church, which serves over 300 individuals with disabilities on Sunday mornings. Mosaic also offers weekday discipleship opportunities and employment for individuals with disabilities through the Mosaic Inspire Discipleship ministry and Inspire Coffee House. Joe is originally from Charleston but has been in the Upstate since 2004. He has been on staff with Grace Church for nine years. Prior to working at Grace, he worked for 10 years as a board-certified behavior analyst.

Stephanie-Hubach

Stephanie Hubach

Stephanie Hubach (MATS, Covenant Theological Seminary) and her husband Fred are long-time members of Reformed Presbyterian Church of Ephrata, in Lancaster County, PA. She is currently on staff as the Women’s Counselor at Westminster Presbyterian Church in Lancaster, PA. She is also a Research Fellow in Disability Ministries in affiliation with Covenant Theological Seminary.

Previously, she served as MNA’s Special Needs Ministries Founding Director, and currently serves as president of the board of Engaging Disability, as a board member for Key Ministry, on the advisory team for Wheaton Center on Faith and Disability, and also on the Women’s Ministry Advisory Team for the Presbyterian Church in America.

Steph is the author of Parenting & Disabilities: Abiding in Gods’ Presence (2021); Same Lake, Different Boat: Coming Alongside People Touched by Disability (2006, Revised and Expanded 2020); and All Things Possible: Calling Your Church Leadership to Embrace Disability Ministry (2007). She has been published in a variety of outlets including byFaith, Focus on the Family, The Gospel Coalition, and enCourage. 

Steph’s passion is making the gospel—the good news of the coming of Christ’s kingdom—accessible to all, in word and deed.

Dave Baxter

Dave Baxter

Dave Baxter serves as Pastor of Disability Ministry at Christ Covenant Church in Matthews, NC, where he has been part of the pastoral team since 2013. He is a graduate of Furman University in Greenville, SC and Reformed Theological Seminary in Charlotte, NC. He and his wife Rachel have been blessed with 21 years of marriage and six wonderful children, including two sons with Down syndrome.

Brad Mowry

Brad Mowry is a national leader in disability ministry, serving with Fellowship of Christian Athletes All Abilities to equip leaders, churches, and coaches to build inclusive sports environments for athletes with disabilities.

He brings more than 25 years of ministry experience, including impactful leadership with Young Life Capernaum, where he helped grow and strengthen disability outreach ministries across multiple regions. His work has focused on developing sustainable models, training leaders, and creating pathways for individuals with disabilities to belong and thrive.

Brad’s expertise is both professional and personal. As a father of seven—including a daughter with cerebral palsy and a son on the autism spectrum—he understands firsthand the challenges and beauty of disability. This lived experience informs his leadership, making him a passionate advocate for inclusion and a trusted guide for organizations seeking to serve families affected by disability.

Katie Mitchell

Katie Mitchell

Katie Mitchell is the Executive Director of David’s Table, a ministry dedicated to building Christ-centered community for adults with disabilities and their families. With a lifetime of service shaped by decades in healthcare, her work at Bon Secours, and her role as a retired U.S. Navy Chief, Katie brings a grounded, mission-driven approach to leadership.

Passionate about collaboration, Katie works to unite churches, organizations, and community leaders in creating spaces where individuals of all abilities are fully known, valued, and included. Her vision is deeply shaped by her personal journey as a mother of six—including three adult daughters with disabilities—and grandmother of eight.

Katie’s greatest desire is to see lives and communities transformed through authentic relationships and to help connect every person to the hope and saving grace of Jesus Christ.
